Rachel Cartland
Director, Cartland Consulting; Former Assistant Director of Social Welfare, Hong Kong Government
Upon graduating from the University of Oxford in 1972, Rachel joined the Hong Kong Government and subsequently served in a variety of senior posts given wide exposure to policy formulation processes, management and the Hong Kong political scene. She possesses extensive experience in the Government Secretariat in specialty areas including broadcasting, arts and culture policy. In 1995, Rachel was appointed Assistant Director of Social Welfare (Social Security) managing 2000 staff and an annual budget of HK$25 billion; there she delivered a socially critical service of high political sensitivity, impacting all sectors of grassroots Hong Kong. Programmes included CSSA, 'Support for Self-Reliance', Computerised Social Security System, the Criminal and Law Enforcement Injuries Compensation Scheme and the Traffic Accident Victims Assistance Scheme. Rachel worked at the Education and Manpower Bureau in 2001-2 and left the Hong Kong Government in 2006 to set up Cartland Consulting, which specialises in public sector consulting. She joined the TWF Board of Governors in March 2011.
Hoi Wai Chua
Chief Executive, Hong Kong Council of Social Service
Mr. Chua Hoi Wai is the Chief Executive of the Hong Kong Council of Social Service (HKCSS), which represents more than 400 non-governmental social services organisations. He set up the HKCSS – HSBC Social Enterprise Business Centre in 2008 to provide capacity building, joint marketing and an exchange platform for local social enterprises. Hoi Wai has been a member of a number of Government’s advisory committees and is now the Chairperson of the Special Needs Group Task Force of the Commission on Poverty. He is a social worker by profession and served as the President of the Hong Kong Social Workers Association from 2004 to 2008. Hoi Wai graduated with a BSc (Engineering) from the University of Hong Kong. He also holds a Master of Social Work from the University of Illinois.
Karen Lui
Director, Asia Pacific Legal, Barclays
Karen heads up the Greater China Legal Team in Barclays’ Asia Pacific Investment Banking Legal. After graduated from the University of Hong Kong and admitted as a solicitor, Karen joined Barclays in 2004 and is one of the pioneers of the Barclays Legal team. She is instrumental in setting up Barclays’ Shanghai and Taipei offices and has since partnered with Business in building the Greater China business. In her current role, Karen collaborates closely with different clusters of Barclays to advise on Greater China matters across product types and business teams. Outside of the office, she contributes actively to the China working committees of industry bodies such as ISDA, ASIFMA and NAFMII. Karen had also been a part-time lecturer in City University of Hong Kong teaching business law and contract law.
Damian Yip
Head of Marketing and Programmes, Investor Education Centre
Damian joined the Investor Education Centre (IEC is a subsidiary of the SFC) in 2013 where he oversees the financial literacy education programmes targeted at specific groups within the community. Prior to joining IEC his work in the education industry includes being the Director for Higher Education at Kaplan and the Director for the Chartered Institute of Management Accountants, overseeing the education programmes in Hong Kong. He has been a member of various academic committees at the Hong Kong University, School of Professional and Continuing Education (HKU SPACE) and is a member of the Education Bureau’s CDC-HKEAA Committee on Business, Accounting and Financial Studies. Damian graduated with a Masters degree in Engineering and Management from the University of Birmingham and holds a MBA from the University Strathclyde Business School.
